In time, all will agree that it is none too grand, none too beautiful, and none too costly for the chief edifice of the grandest, the proudest, the most prosperous and the most progressive state in the American Union. But to have started with the proposition that it was to cost fifteen or twenty millions would have been hopeless. It has taken years to educate the public up to the idea of what is only sufficient in this matter, and it is an actual fact that some have not reached that stage of advancement yet.
