To young and inexperienced drainage engineers: Especial efforts have been put forth through the medium of these pages to acquaint you with the problems that you must meet; to impress upon you the importance of accuracy, judgment, honesty and diligence in the investigation and solution of these problems, and to suggest methods of procedure under average conditions and the general principles upon which to base conclusions and plans. To experienced drainage engineers: The author hopes for a careful and analytical reading of these pages by you and that some of you will be thus incited to take issue with or elaborate upon the questions discussed and thus aid in the formulation of better drainage standards. To drainage contractors: The author has recognized the facts that contractors have been compelled too often to contend against such unfair conditions as incomplete surveys and reports; the framing of specifications so as to burden contractors with the risks resulting from insufficient plans, and treacherous soils and unfavorable weather conditions, and has pleaded for justice and equity to contractors. Neither have the faults and obligations of contractors been overlooked. Also information is included which will prove useful to contractors, and it is suggested that a general study of the subject of land drainage would better enable contractors to protect their rights and succeed in their business.
