The chairman. The committee will come to order. The chairman desires to make a preliminary statement. It will be necessary, probably, for the members of the committee to be in their places on the Senate oor after 11 o'clock, and that is my reason for beginning promptly, even though but few members of the committee are here: The committee is meeting to begin hearings upon Senate bill 1150, introduced by Senator Capper, of Kansas, together with all other bills that are now pend ing before the committee seeking to amend the transportation act of 1920. The arrangement this morning is to hear, first, the National Association of Railway and Public Utilities Commissioners. And some one who represents that association will take charge of the presentation. Who represents the National Association of Railway and Public Utilities Commissioners primarily?
