In justice to Constantine let us admit that he is not authority for these grandiose words. Yet he claims to have laid the foundation of the city in obedience to the commands of God, and a vision or two at such an important juncture would not have been entirely out of his line. There was, however, in his choice of a site for the new city, the inspiration of superb statesmanship, the prescience of a seer.
