I notice, however, in almost all the English papers which have reached me Since the Reichstag was dissolved by the authority Of his Majesty the German Emperor, that it is taken for granted the issue to be decided by the impending elections is Whether Germany Shall or'shall not become a constitutional government approximating, more or less closely, to the system under which Great Britain has been ruled for many generations. Even at the risk of turning a false prophet, I think I may venture to predict that this forecast is not likely to be realised, Whatever may be the net results of the electoral poll.
