Steiner compte parmi les commandants les plus novateurs de la Waffen-SS. Il commande le regiment SS Deutchsland durant les invasions de la Pologne, des Pays-Bas et de la France. Apres ces campagnes, il est designe par Heinrich Himmler pour superviser la creation de la 5 Panzerdivision SS Wiking, puis pour la commander. En 1943, il est promu pour prendre la tete du 3 Panzer Corps SS. Le 22 avril 1945, pendant la bataille de Berlin, il refuse d'obeir a un ordre direct d'Hitler lui enjoignant de lancer une contre-offensive, alors que le rapport des forces est de dix contre un en faveur de l'Armee rouge et que les unites allemandes sont a bout de force. Emprisonne jusqu'en 1948, Steiner est disculpe de l'accusation de crimes de guerre. Apres avoir ecrit quelques ouvrages apologetiques, il meurt le 12 mai 1966.
